do we have the full complement we do sir and we've also got 13 others watching as well just so that the board is aware that's all just wanted to make sure you're aware of that welcome everyone so and if it would be all right I'll go ahead and do the typical disclaimers of where you are who's in the building with you and whether or not you objected to it being recorded if that's okay excellent so why don't you go ahead and start Jeff Jeff Miller I am at home and I am alone and would recording I'm okay with recording thank you rob banks mark Hi Mom in Dartmouth hospital right now nobody can hear me or see anything so we're all set okay so I can just see you guys nobody else and you're good you're good with the recording Mark Andy I'm at home my family is in the house but not in the room with me and I am okay with Casper in a room by myself and I thanks also missed call or Scott was me and Dennis Mitchell markup can you go ahead and because there's some background noise that were picking up but when you need to speak if you just unmute yourself that would be great and also coming in at this time is Brian Campbell assistant superintendent with that sir the meeting is now yours thank you Rob and for those of you who are John by the public Zoom link welcome thank you for your interest we all yearn for the day when we can get back together and have meetings in person and welcomed public input in questions in person and a particularly like the thing all the Friday for going beyond the Call of Duty and joining us from Dartmouth Hitchcock Frankie mark we have a couple of primary items on the agenda tonight we have the school year 2020 opening plan and the to the school calendar for 2 play 2021 to to try to cut through as well I have two motions that I plan to put on the table involving the school year opening plan there I will be they are a bit lengthy I think we might benefit from sending the exact wording to someone to make Jen's life a little bit easier is there a place we should send the wording of this after the meeting whether the most you're not just for the record if you send them to me I'll make sure Jan gets those okay thank you rob John doesn't mean you can look like you're typing out and I will try to get through this okay so I'm going to put forward the motion and then I'll look and see if there's a second so I'll read through this and this is the first of two motions involving the school opening plan to try to Encompass everything this is one to try Compass everything that we wanted in this in addition to what we're going to talk about with the sau9 comprehensive plan and making sure it's consistent with the motion to be passed during the Marlborough School boarding school board meeting that was held at the sea and the same evening as the SAU plan last week so I move that in considering the decision of educational format during the covid-19 pandemic Marlborough School and the Marlboro school board so use the guidance of the Harvard Global health and Institute HGH I specifically in the briefing titled the path to zero and schools colon achieving pandemic resilient teaching and learning spaces and the quote and furthermore that since the Marlboro school has the Good Fortune of meeting the site specific criteria of classroom size and ventilation to be considered a pandemic resilience learning space and since the Marlboro school will be adhering to the pandemic resilient learning space recommendations of the sau29 reopening plan and since the data for the metrics of the 7-Day rolling average of new cases per hour thousand in Cheshire county was on August 8th at 2.0 on the hghi reopening data scale of 0 to 25 and since the positive test rate in New Hampshire is 2 point percent as of August 7th the Marlborough School open for the five day per week full on site schedule beginning on a calendar date to be set by the superintendent and the Marlboro District support running with other districts in SAU 29 and a collective remote learning Opera option to the offer to families as an alternative and the school frequently monitor measures of risk levels as suggested by the ghi as well as changes to expert recommendations and reassess this decision as appropriate and of motion do I have a second Mark raised his hand for the second is there any discussion before we vote earring on let's call the roll Jen would you be so kind as to do the roll call vote mr. Bemis Terre mr. Miller motion carries for zero thank you guys if it's alright I'd like to offer a second motion of the same agenda item of the school up in Clan as follows I moved at the Marlborough School adopt the SAU 29 comprehensive opening plan, deleting the portion of the sou reopening plan beginning at the top of page 4 of the plan hey what you paid 9 of the document with the words quote with that find quote and ending the deletion on Page 6 of the plan immediately before the section titled site-specific closures with the last deleted words of the deleted portion being quote lead time to transition to any change in model quote and that these deletions be reflected in the corresponding detail provided in the length documents titled Marlboro School number for reopening of the school and to authorize the superintendent in response to changing public health conditions to modify the plan is deemed necessary and to update the school board as soon as possible on any changes end of motion asper was the one who second that I'd like to speak briefly to the motion this is to bring all of the elements of the sou comprehensive opening plan into alignment with the motion that we just passed about the Marlboro schools that sit in its criteria so between the two of them I think we've covered the landscape end of my input dial 7 Foot the section that says n to authorize a superintendent in response to changing public health conditions to modify the plan when would mr. Malay need to come to the board before making a decision that impacts how the school is open this I believe that's Mr Malay the right to alter everything in the plan other than what we have deleted and the school board's as I understand always have the rights to you as did Robert say to do what we want but if this pertains to all of the details on the plan on protocols and procedures and it is likely that as time goes by science and health authorities will provide us with some improvement what could be implemented in and I'd like to keep that coordinated with the SAU that's that's the intent of leaving that in there and her and I think those are the practical implications of it so I have them all promotion that we come up with some kind of policies and procedures for monitoring kids who are coming in and out of the Marlboro School District the my they're out of the area Chester County or even out of the states where you'll hear that okay maybe you could speak to that Jeff Mark sent me a note earlier I think maybe Mark what about a motion seconded I think maybe you would like to do remember Russian on the planet let me let me tell you about the background and if if people on the call app suggestions but it's an interesting it's an interesting issues and as part of the operating plan we can either either take a why are we going to mend it and put it on the plan tonight I'll be happy to hear input from the other people on the call Mark noted in this is true in it I'm sure it's true what other towns but it is certainly true with Marlboro that we get the number of new students coming into the school during the school year from a very different parts of the country and so we would like to be sure whether this is built into Sou Halsey now or whether we need to do something to build it in but at least be interested in doing it for Marlboro other times may have the same interest in what happens when that new family from Florida arrives and wants to enroll their students do you have probably see you nodding you got some thoughts I do you know as part of the screening process that it does speak to travel in anyone who goes outside of that area which has been adopted by the state as a whole which is which is New England specific would be required for quarantine for 14 days and that would hold true if somebody moved in from outside of New England they would not be able to begin until they've gone through a corn be buried as well just be able to come in and say well we live here now and we haven't traveled since we moved here they would have to demonstrate the date that they arrived and have a 14 day. If it was outside of those approved all areas which currently sit as New England which is an alignment with the state guidance thank you rob Mark does that allay that concerned cuz I was in total agreement with your concern and I feel I feel much better hearing. because I don't quite remember everything that was discussed during the long needed that we had days ago but you know it sounds like you got it covered and you know what will be will the school nurse be involved as far as checking the documentation the temperature checks model you know your how do we relate to the tea in a really hold the scale is a cow well that what they are saying is true and you don't keep all the documentation in order so it's correct you know I know you hear did you hear what I said. We heard you loud and clear short of doing a full on here I'm not really sure how we would be able to prove that somebody is telling us the truth you know we do have documents where they swear that this is in fact the case similar like we do with applications right all of the information I provided I attest to being true and accurate to the fullest of my knowledge and ability and we would use something by Rob just a question for you given the inherent risk involved with someone coming from a high case incidence area would it be inappropriate to ask for some form of evidence of arrival date in New Hampshire yeah yeah I mean I'm not sure what that evidence would look like but we would have to ask for some form of validation or start the clock from the time they may be okay. I'm certainly no we don't know what we can't control everybody's Behavior but we can certainly understand when they moved here and we know what the 14-day. As heck of it so I guess that's maybe too risky to take for somebody saying yeah I just came in Mark are you are you okay okay so would you you would like to withdraw your motion to amend yes I withdraw my motion to amend if we got that covered okay is there any other discussion on the motion that's on the floor there are none so we call the roll and if you would mr. California 420 okay I finally the next agenda item maybe not final in the next agenda item is the school under I'd like to just clarify one thing and there's probably a number of people on the call including the board that doesn't have at this cuz I just got an email and it is in regards to the state primary date which is September 8th but what kind of an opening day might work to get to provide time for the primary day and have the building ready for students and there is also a concern in an interest in aligning the the first instructional day at the Marlborough school with the first instructional day in Keene and hopefully in the in the other towns so that the remote program that's been in place for those towns and a line on the same day as the first in-person instructional day whether it's the hybrid plan or the fully on site plan that other schools are using so my question I'm sorry that the long-promised is either for Bryan or Rob or Robin does the current came plan that I think as the first instructional day on September 10th is that still in place and those that we can we make that work for Marlboro the first part of your question is yes that is still in place and second I'm going to share we we get a mock-up calendar for marlboro.com for tonight that would align with that first instructional day it will come at no additional expense and just give me a second and I'll share is this the calendar that was I saw on the shared Rob right here the revised eight 10:20 okay right here on your screen right now so at the first instructional day would students on September 10th tears of 3. Given what's by the governor to prepare for the opening when you were opening that looks like in any District across the city gave us three additional days you might remember and all of the workshop days are currently in your collective bargaining agreement that we didn't add any additional Workshop days this week just shifted it so that the first day of school would be on September 10th Islands it pushes the last instructional day to June 22nd that final Workshop day on the Taylor and a lot of folks get concerned with the well if we go that play we have a bunch of snow days we might be going over the fiscal year however with what we know right now in terms of how we are able to transition into a remote learning platform Whenever there is a snow day call The Weeknd utilize that remote learning platform to constitute a school day of a makeup day Mister Lazzaro is on the call correct so that would be a firm are plastic helmets of azzaro told me that the new school buses all have eight wheel drive and can get through any snow conditions we might ever see so I think snow days are just not going to be a concern about a job that way April being of my existence all right so with that Clarity so I'm going to make a motion and if someone II that's great and then we should make sure it works as red it's a shorter one so and I'm looking for Rob Robin and Brian to make sure that this matches up with with what will work or if there's a shorter one that will do the same job that I leave out to be open I'm making it this way because I realized you know in the end you know he might move a day or two and I don't want to have us out of stuff so the motion is as follows I moved at the Marlborough School calendar for the school year 2022 to 2021 be subject to determination by the SAU 49 superintendent so that Marlboros first instructional day be the same as the King School District thereby enabling and facilitating and SAU wide remote learning plan will correspond to hybrid info on site calendars while providing the same. 4 days prior to the first instructional day as the current Marlboro calendar that's the end of my motion is there a second the reason I put the Carter's I realize we might we might start a little bit differently based on our our non-instructional days I didn't know that so I want to make sure we will give you a Rob and Brian the freedom to as he needs help her move around and let her do something it up absolutely weird weird we're good to go with their first day because otherwise as Brian was kind of the point out to us earlier today will be out of sync with the remote plan and that won't make any sense does my emotion do the job for that you got a second from Andrew okay cuz I discussion on that motion can you go into detail about the snow days a little more or or just for clarity I guess are you saying that now instead of snow days will adopt the remote learning or the other than what we did for remote learning on each school day we have now so that we could come is a school day correct can you look at Andrew I just don't see our bus company providing us with anything that looks like this Mister Miller that was not an aspect now but. Don't you want one yes the police department has urban attack vehicle I think we should at least one of those in the fleet and just so you're aware you know I went through that exercise of this morning to to align that and Kathy detour was great to get this ready for tonight's meeting so that you have this so that you can see this as a visual taking into consideration your negotiated Workshop days the hundred eighty days of instruction and getting us through to the end of the school year that's great thank you thank you Kathy and thank you rob for getting us together no problem there any more discussion on the calendar motion okay can we call the roll please all right mr. filighera mr. Miller mr. polifroni Aries 40 thank you is there any other business that says I before we ask if non-public business is there any other public business for the agenda, just to mention that I had about is eating a little creative this year is for utilizing spaces outside of the building on school grounds Dimensions possibly the you know the Castilian shaded areas get the kids outside and get him out of the building as much as you can you know just as far as weather permitting it's a keeping them inside since we're going to the student full-time model now the school that we keep there all week rolled up under their chin actually have something to sit on when we go outside will be using the Pavilion and will be using the wooded area around we have some fashion states that up so yes that is definitely our plant if I may slightly off-the-wall question a little bit for the district yeah that's a good question that will work with a company to make sure that we have something for them to cleanse your hands with we did talk about having disposable mask for kids that don't have a face cover a good point to be able to make sure that we have that available and accessible as they board the bus great thank you like a Casper with probably think that's a good idea to I would hope one would hope any other any other add a member of the public ask about the students that will be full-time remote even though we are opening the school and the concern was that detoxes not an option anymore can you tell us where we're at if if anywhere yet remote learning full time remote learning so I think happened after tonight's meeting is that Robin probably is as soon as tomorrow with water and out to your your parents your family's I know that District sent it out today in Harrisville sent it out last week on Friday so that they clearly know how many people kind of Staff those those position we don't want to sign or or be able to identify 15 remote teachers if we only need 7 so we really need to start by getting information from our families on what they intend to do when the school year begins whether they're going to be on site or whether they would prefer to be remote once we have that will be able to fully design it but we're looking at a few wood staff staff might be able to deliver that we certainly want to make sure that that one of those qualifications is being tech-savvy and being able to utilize technology in order to deliver our remote learning platform to the fullest extent possible so that's where we are with that Andrew at this point thank you Andrew I don't hear any other agenda items for the public session is there we do have non-public you do have non-public yes sir okay so we are going to I move that we enter the non public session in accordance with RSA 91-83 do I hear a second we call the roll please Madera mr. Miller call Honey do we need to be mad at me we have another one that I just sent that to you as we were moving to go in the non-public because we have super watching from afar so you'll have sign off of this come back in but the other link will be used for non-public and just check your email to make sure you got it so if you didn't you're not smart enough to send it to SAU email address to your Yahoo who is ahead and jump over to the other meaning Google classroom okay what's up I didn't get anything I have a invitation before we leave this session I see we saw the number participants I'd like to thank them for their interest in joining the call right I sent you a calendar invite I just got it okay bye see you soon yeah right yeah I'm not finding it is it in your inbox Casper let me look I just looked at and see it now reload your inbox hold on I'm going to pause the recording Archer Park running okay we're back in public session to me that motion to rejoin public session with other business and is there any other new business for the public session hearing on Route sorry no I just want to say thank you to the Marlborough School Board for being very thoughtful and in your approach to the opening of the school year I really they did I know that the staff and the students of Melrose school really appreciated you know give yourself a pat on the back you did a great job very impressed and very thankful for your approach really appreciate it I second that but also Jeff and Robin today let a conversation with staff some remote some on-site in the Marlborough gymnasium I believe it was a gymnasium and it was well attended and well facilitated so I think I think that conversation will hopefully mitigate some angst and lead to a good year so well. thank you I was a Brian it was great to have you on that call you helps considerably so thanks without that we would have had some holes to fill later so I really appreciate your support and yeah I know these are very stressful times this is an amazingly complex issue that needs to be resolved there so many hundreds of things that needed to be considered and at the SAU touchdown in that report so that we are well prepared to forward so thanks for that work it's an emotional issue it's a data issue hits you know where this is like we're just playing out what's happening in the rest of the world and we're so fortunate to have the case of incidence rate that we do we look forward to moving on and providing the best possible education that we can to our children in an environment that is safe for our faculty and staff so and you guys will help make it possible to include the rest of our board and that's it thank you very much are there any other comments under I'm wondering in for the small Publix its last if if Robin or Brian or yourself mr. Miller could just let us know what some of the concerns and joyous moments of that work today from from the teacher so I haven't personally heard from any of the teachers I'd like to hear you know I'm sure a lot of them had great things to say but I'd also like to hear they're their concern Joyce moments came from just dry wit that got public laughing that's where that's what I was the highlight I think of the meeting but I would think that most of that most of the questions probably 90% Jeff and Robin came about physical plant and some of the some of the processes of being put in place we have already set up with the maximum kind of chairs that any classroom would need so I showed them both a 1,000 sqft and 11:20 so they were very happy to see those they talked about some of the procedures that we've got set up for things like using the bathroom hallway lunches and they were very happy to know that we said a lot we've done a lot of work to make sure things were set up they also were very happy to know that we have our masks and face Shields we have the cleaning supplies we're in really good shape it was it was really generous of the staff to give up their personal time and their Zoom time to come in and they're to come and physically or come in virtually to that meeting and the reason Casper and I did it I want to be able to provide input at the meeting if there was any measure of reluctance to go with what we thought we would be recommending because the school is only going to succeed if if we have the Goodwill in the energy medication for seizures and they are comfortable my sense is that the teaching staff does want to come back to school and legitimately they want to come back to school in an environment that safe and thanks to the pleasure that's right a question because between Brian and Robin Lee a handle on all of the questions they're still looking one issue is no surprise we will need to address I think every District needs to address it is is talking about what happened when a teacher or staff member six I'm a come in conflict with things that are created by virtue of the fact that we have asked them to come in and teach at the school and that's going to that's going to play out over the short-term in discussions and I'm confident we can I resolved that in a way that is fair and hopefully a way that everyone will agree to but that was in the negative that's just for the benefit of Mark and Andrew understanding at least one of them one of the things that we still need to discuss but on the whole I was a very good meeting for me I appreciated getting it was with a lot of very good questions was really good and and good answers that came from some of the people that were there as well so thank you do you have another question about discipline guidelines for 4 covid related discipline that have you had to come up with any special at protocol for that this would be important that the kids understand that this is Siri and we're not joking around when we say you have to wear a mask and you can't be Hands-On with other kids even visit the fooling around so we will be working with kids and families to make them understand we are very serious about this this is not a joke and if need be then if there has to be some form of discipline that comes in in there we would certainly hope that would working with families we wouldn't need to but if it's necessary it will happen because this is a safety issue and I would like to see the terminology from a zero tolerance to 100% compliance positive connotation to it and you know it's about 100% compliance and will do whatever teaching we need particularly with either the younger kids or the male or the older kids you think it's a little bit stylish I guess so training while happenin will hold kids accountable to maintain the safety the environment thank you guys hey thank you letter thanks for raising that anything else and I declare the meeting adjourned good night everyone
